President Museveni has expressed his reservations with the employment of Police ICT Director Amos Ngabirano, saying he should be removed from office.
Ngabirano, a key ally of Police chief Gen Kale Kayihura, was expected to oversee the implementation of the multi-billion shilling CCTV camera project.
But highly placed sources said Museveni at a recent meeting directed Gen Kayihura to ensure “Ngabirano has nothing to do with the CCTV project.”
The President further said he had received many complaints about Ngabirano’s conduct and wanted him out of office.
Police spokesperson Asan Kasingye did not immediately respond to our message in regard to this development.
But a source told this investigative website that “All the major projects he (Ngabirano) was handling have been removed from him,” adding, “Kale has express instructions not to involve him.”
One of the reasons Museveni doesn’t want to see Ngabirano in charge of major security infrastructure projects is a report on the controversy surrounding the procurement of the teargas trucks.
The President’s security also investigated the fake procurement of $120,000 bomb detector for Speaker Rebecca Kadaga.
“Police ICT department told Kadaga that then Prime Minister Amama Mbabazi wanted to kill her with a bomb. They advised her to buy a bomb detector machine at $120,000 to fit in her official car but this never happened because you don’t buy what doesn’t exist,” said a source who preferred anonymity so as to speak freely.
The third reason is the unexplained wealth accumulation by Ngabirano.
Information obtained by this website show Ngabirano is among the wealthiest police administrators with posh buildings in the leafy suburbs of Kampala and Wakiso. He also owns expensive cars valued at over Shs 1bn.
Gen. Kale Kayihura recently warned police officers especially commanders against primitive and fraudulent wealth accumulation.
Speaking at a function of pass out 73 police commanders at the Senior Command and Staff College in Bwebajja, Kayihura said the main criticism from the public is that officers are competing to have wealth quickly.
“Many of you have been accused of accumulating wealth in indecent ways. Seek the kingdom of service and your country will cater for you,” he added.
The CCTV project was expected to start a few years ago but stalled due to lack of funds.
Speaking at the late AIGP Andrew Kaweesi’s residence, President Museveni said he would ensure the Finance Ministry puts aside enough money for the CCTV cameras to boost security in the city.
